On behalf of the Russian government, I welcome you at the Russia-China Forum “Investment in Innovation.”
Relations between Russia and China are characterized by high dynamic and active contacts on all levels, and stem fr om comprehensive, equal, trust-based partnership and strategic cooperation.
The current situation requires ongoing development of new initiatives, new projects, and new enterprises for ensuring economic growth.
Every country now hosts tens of forums of different scale a year devoted to innovations and technological development. At the same time, in order to ensure close cooperation between individual regions, it is important to have a common understanding and provide opportunities for regular interaction between experts and professionals.
Russia and China have accumulated a substantial experience in development of a dialog on innovations and technology. In 2014, China became the main partner country of the 3rd Moscow International Forum “Open Innovations.” Also in 2014, Russia was the main guest of honor at the 7th Pujiang Innovation Forum in Shanghai. In 2015, China became a partner country of the Innoprom industrial exhibition in Yekaterinburg, and in early November 2016, Shanghai will host China International Industry Fair, CIIF 2016, wh ere Russia will be the Partner Country.
These events create a foundation for expanding and diversifying cooperation on joint development of innovations and high technology. At the same time, smaller formats of interaction, aimed at developing common notions and detailed knowledge of certain processes, remain as relevant as ever. The Investment in Innovation forum is an example of such format, offering professional investors from Russia and China an opportunity to have an open dialog, discuss cooperation and opportunities of the institutional and technological environment for establishing mutually beneficial financial partnerships.

Never in the history have Russian-Chinese relations been better, and our leaders have named bilateral cooperation in investment in innovation a strategic sector of development. I am positive that the new stage of Russian-Chinese relations of strategic partnership will ensure a huge success of their business cooperation. On behalf of the Russian-Chinese Friendship, Peace and Development Committee, I am happy to greet you at the first Russian-Chinese forum for investment in innovations.
Partnership between Russia and China has reached a new level. I hope that cooperation in venture capital will not only give a further boost to our partnership, but will also help us reach a new height in developing the innovative sectors of our economies.

Dear forum participants, dear friends,
On behalf of the Russian government, I welcome you at the Russia-China Forum “Investment in Innovation.”
Relations between Russia and China are characterized by high dynamic and active contacts on all levels, and stem fr om comprehensive, equal, trust-based partnership and strategic cooperation.
The current situation requires ongoing development of new initiatives, new projects, and new enterprises for ensuring economic growth.
Every country now hosts tens of forums of different scale a year devoted to innovations and technological development. At the same time, in order to ensure close cooperation between individual regions, it is important to have a common understanding and provide opportunities for regular interaction between experts and professionals.
Russia and China have accumulated a substantial experience in development of a dialog on innovations and technology. In 2014, China became the main partner country of the 3rd Moscow International Forum “Open Innovations.” Also in 2014, Russia was the main guest of honor at the 7th Pujiang Innovation Forum in Shanghai. In 2015, China became a partner country of the Innoprom industrial exhibition in Yekaterinburg, and in early November 2016, Shanghai will host China International Industry Fair, CIIF 2016, wh ere Russia will be the Partner Country.
These events create a foundation for expanding and diversifying cooperation on joint development of innovations and high technology. At the same time, smaller formats of interaction, aimed at developing common notions and detailed knowledge of certain processes, remain as relevant as ever. The Investment in Innovation forum is an example of such format, offering professional investors from Russia and China an opportunity to have an open dialog, discuss cooperation and opportunities of the institutional and technological environment for establishing mutually beneficial financial partnerships.
Today, 15 September 2016, is one of China’s main traditional holidays, Mid Autumn. Let me congratulate all of you on this wonderful holiday. Many of you will meet each other for the first time at the Forum today, but I hope that the atmosphere will be friendly and will encourage productive work, constructive discussions and achievement of your goals!

Liu is a founding partner of Shengjing Fund of Funds and was a first round institutional investor of Shengjing Wanglian. He joined Shenjing full time in 2013, leading the investment business. The Shengjin Fund of Funds was created in 2014 and currently manages over 10 billion yuan in assets.
Liu was previously the Executive Director of the Hina Group, and has 12 years of senior investment experience. From 2005 onwards, he has focused on investment and mergers and acquisitions in the high-tech sector. Some of the companies he has been involved in include: JD. com, Great Wall Huaguan, Shengjing Wanglian, ChineseAll Digital Publishing Group, China Entercom, SK Telecom, J Group, and Deep in Far. Before joining Hina Group, he was a system architect at China Mobile responsible for the planning, design, and implementation of the informatization of enterprises in Beijing. Liu graduated from Tsinghua University, and has a bachelor’s and master’s degree in Computer Science.

The Council for Science and Innovations of the Russian-Chinese Committee of Friendship, Peace and Development
The Russian-Chinese Committee of Friendship, Peace and Development - an interstate governmental organization created by leaders of both countries. The agreement on the establishment of the Committee was reached in April 1996 during the visit of Russian President Boris Yeltsin in China, and at the Moscow Summit in April 1997, the two leaders formally announced its establishment.
The Venture Capital Professional Commission (VCPC) of Science and Technology Financial Promotion Association of China
Venture Capital Professional Commission (VCPC) of Science and Technology Financial Promotion Association of China is a non-profit organization and the only national committee for venture capital profession, permitted by the Ministry of Civil Affairs. Its goal is to unite the venture capital organizations all over the country, to boost communications among venture capitals, to provide its members with access to all interested entities, to promote the venture capital business to progress in a standard and healthy way, and to contribute to the development of high-technology industries.

RVCA is the first professional organization uniting the representatives of venture capital and private equity funds in Russia.
